Answer:
Keep quiet. Your client has their own reasons. They have no obligation to tell you, and you have an obligation to keep their reasons confidential. Silence in this situation is golden.
Looking for a script:
“Thank you to your clients for their Offer submission. The Landlord is seeking a Tenant more suitable to their requirements.”
It is clearly necessary to avoid any statements which may involve Human Rights issues.
